My Perspective on President Samia’s Recent Cabinet Reshuffle:
Just before noon on August 30, 2023, Ikulu released a press statement informing the public of the changes to the cabinet of ministers that had been made by President Samia Suluhu Hassan. The changes set Tanzanian social media abuzz and here are my thoughts on why the president decided to make the move.
Strengthening Control:
In preparation for the upcoming local elections in 2024 and general elections in 2025, it’s expected that President Samia is working to consolidate her power base. This consolidation likely extends to the party level as well. Initially, she retained many ministers from the previous administration to avoid causing unrest. However, it’s now crucial for her to assemble a team that aligns with her vision.
Loyalty Matters:
While selecting individuals based on merit is essential, having a loyal group of supporters is equally, if not more, significant for a leader. It’s essential to have individuals who owe their success to the leader, especially in political roles. As the saying goes, people often hire those they know well rather than necessarily the most qualified. This principle holds true globally. With new appointments, there’s an expectation of a group of leaders who will staunchly support the President.
Impact of the DP World Contract:
With only a few months left in the year, it’s clear that the government’s contract with DP World will be the most significant event of the year. This contract situation inadvertently revealed who supports the President and who doesn’t. Regardless of the contract’s merits, it has shed light on those willing to stand by her and those willing to undermine her administration.
Deputy Prime Minister:
For the third time in the nation’s history, a Deputy Prime Minister has been appointed. The choice of Doto Biteko has drawn considerable attention and debate. While the appointment’s legality is confirmed by our constitution’s clause 36(1), some question the motives behind it. This new position’s purpose could be interpreted in two main ways. It might be an effort to secure support from the Lake Victoria region, where the former president was popular, or an attempt to limit the current Prime Minister’s influence. The intention remains speculative.
Building a Legacy:
Being the first female and second Zanzibari President, Samia recognizes the importance of establishing a legacy. She understands the historical significance of her position and the pressure to perform at her best. Unfortunately, certain segments of society judge her based on gender and origin. She must contend with this reality. Her upcoming speech while swearing in the new cabinet is expected to offer insights into her thought process. Ultimately, her experience may lead her to prioritize her goals for the country over external judgments.
Winners:
- January Makamba- has moved to a more prestigious portfolio with less public scrutiny which works in his favour if he harbors presidential ambitions.
- Dotto Biteko- he is now in the prime position to become Prime Minister come 2025.
- Young politicians- the President has continued to show faith in young politicians and promoted them to deputy and full ministerial roles.
Losers:
- Kassim Majaliwa- the appointment of a Deputy Prime Minister likely signifies he won’t break the record of becoming the longest serving Prime Minister.
- Magufuli loyalists- although she has continued to keep in place loyalists of the former president, it can be said that what was known as “Sukuma gand” has officially the influence and power it once wielded. The likelihood of the group playing kingmaker in 2025 has all but dissipated.
